Why cleaning is where deposits get lost

Cleaning is the single biggest cause of tenancy deposit deductions in the UK. It accounted for 29.38% of all deposit claims in 2025 — the fifth consecutive year it has topped the list, up from 24.57% in 2021. Damage came second at 18.42% and rent arrears third at 16.45%.

Worth knowing alongside that: fewer than 5% of protected deposits end in a formal dispute. Most of the time the deduction just happens, quietly, off a check-out report.

Which is the whole point of doing this properly. The argument, if there ever is one, is about what state the property was in on the day you left it — and that is an argument about evidence.

Can your landlord make you pay for a professional clean? No.

This is the question we get asked most, and the answer is more useful than most cleaning companies will tell you.

Under the Tenant Fees Act 2019, a clause in your tenancy agreement requiring you to pay for professional cleaning is unenforceable. Your landlord or agent cannot charge you a fixed cleaning fee and cannot compel you to hire a professional cleaner. Penalties for breaching the Act start at up to £5,000 for a first offence.

What they can still expect is the property back in the condition you got it, allowing for fair wear and tear. That standard is where deposits actually get lost — not because a tenant failed to hire someone, but because the property didn’t come back as clean as the inventory said it started.

So we’re not going to tell you that you have to book us. You don’t. What we’ll tell you is that the standard is real, it’s checked against a written inventory by someone whose job is to find things, and if you’d rather not spend a weekend on the inside of an oven, that’s what we’re for.

We photograph the finished property and send you the photos

Every JJ Cleaning job is photographed room by room when it’s finished, and the photos come to you.

We do this on every clean we carry out, including all 34 holiday properties we look after, because it’s how we check our own consistency. On an end of tenancy clean it does something more useful: it gives you dated evidence of the condition the property was left in.

If a deduction is proposed weeks later for cleaning, you’re not relying on memory or on your word against a check-out clerk’s. You have photographs of every room, taken the day you left.

No other cleaning company in this area offers this, as far as we can find. We only do it because we were already doing it.

Our 72-hour re-clean guarantee

We’re not going to promise you’ll get your deposit back. We don’t control the inventory clerk, the check-out report or an adjudicator, and any company that promises you an outcome it can’t control is telling you something it can’t back up.

What we will promise is our own work. If the check-out report flags anything we cleaned, tell us within 72 hours and we’ll come back and put it right at no charge.

That’s a promise about the only thing we actually control, which makes it worth something.

Moving in rather than out?

A move-in clean is the same job, done before your furniture arrives. Empty property, every surface, inside every cupboard, the oven and the bathrooms done properly — before you unpack rather than around your boxes.

It’s a good idea more often than people think. A property that’s been cleaned to a check-out standard has been cleaned to satisfy an inventory, not to be lived in by you. And it’s considerably cheaper and faster to do it while the place is empty.

What does end of tenancy cleaning cost in Eastbourne?

We quote a fixed price for the property before we start. Not an hourly rate — an hourly rate means neither of us knows what the bill will be, and it rewards working slowly.

Studio / 1 bedroom [£X]
2 bedrooms [£X]
3 bedrooms [£X]
4+ bedrooms [£X]
Carpet cleaning, per room [£X]
Oven deep clean Included as standard

And there’s no VAT. We are not VAT registered, so the price we quote is the price you pay. On a job around the local average that’s a real saving of £40–50 against a VAT-registered competitor, for identical work.

For comparison, current published figures for this area: Bark puts end of tenancy cleaning in Eastbourne at £185–£385, averaging £250. Yell quotes £150–£220+ for a one-bedroom and £200–£300+ for a two-bedroom. National operators advertise from £220 to £259 for a one-bed.

What moves the price is bedrooms, bathrooms, whether carpets need doing and the state the property is actually in. A property that’s been well kept for two years is a different job from a property that hasn’t. We’ll tell you which we think yours is when we quote, rather than after.

Landlords, agents and HMOs

We also work directly for landlords and letting agents across East Sussex on void cleans, pre-tenancy cleans, HMO and student-let turnarounds, and properties being prepared for market. Same fixed pricing, same photographs on completion, and we can turn several units around in the same visit.

Frequently asked questions

How much should an end of tenancy clean cost?

In Eastbourne, end of tenancy cleaning generally runs from around £150 for a small flat to £385 for a large house, averaging about £250. JJ Cleaning quotes a fixed price per property starting at [£X], with no VAT added and oven cleaning included as standard.

Is it illegal to charge for end of tenancy cleaning?

A landlord or agent cannot require a tenant to pay for professional cleaning or charge a fixed cleaning fee — that clause is unenforceable under the Tenant Fees Act 2019, with penalties starting at up to £5,000 for a first offence. What a landlord can still expect is the property returned in the same condition it was let in, allowing for fair wear and tear.

What should an end of tenancy clean include?

The whole property cleaned to the standard set out in the check-in inventory: oven cleaned inside, fridge and freezer emptied and cleaned, all kitchen cupboards inside and out, bathrooms descaled, inside all wardrobes and drawers, skirting boards, door frames, light switches, radiators, internal windows and sills, and all floors hoovered and mopped.

Is it worth getting an end of tenancy clean?

Cleaning caused 29.38% of all UK deposit deductions in 2025 — more than damage and more than rent arrears. Whether it’s worth paying for depends on the size of your deposit against the cost of the clean, and on how much of a weekend you want to spend on an oven.

Do you guarantee I’ll get my deposit back?

No, and nor can anyone else honestly — the decision isn’t ours. What we guarantee is our own work: if the check-out report flags something we cleaned, tell us within 72 hours and we’ll return free of charge.

Do you clean carpets as well?

Yes, as an add-on. Worth doing if the inventory notes carpets as professionally cleaned at check-in, which is common.

How long does an end of tenancy clean take?

A one-bedroom flat is usually half a day. A three or four-bedroom house is a full day, sometimes with two of us. We’d rather book the right amount of time than rush it and have to come back.

Can you do it at short notice?

Often, yes — tell us the date and we’ll be straight with you about whether we can cover it. July to September is our busiest period for both tenancy cleans and holiday changeovers, so earlier is better.
